HONOLULU, HI -- Former process server Chris Baker is suing Honolulu police chief Louis Kealoha for not allowing him a pistol permit. Baker alleges that he needed the weapon for his job as a process server but Chief Kealoha did not provide a reason for his denial and did not allow for an appeal or further review of the decision.
